David Barrowman, Project Director

David joined Wood Mackenzie in 1984 and has almost 20 years energy industry experience. David has advised governments on a wide range of issues, including the development of fiscal regimes, licence rounds and asset disposals.

He has also worked for a wide range of companies advising them on strategy, asset targeting and undertaking benchmarking studies. He has extensive experience in providing fair market valuations for taxation and minority protection purposes as well as in transactions.

David holds a degree in Biochemistry from the University of Edinburgh, is a Fellow of the Institute of Chartered Accountants and an Associate of the Chartered Institute of Taxation.

Graham Kellas, Project Manager

Graham is an expert in the analysis and design of petroleum fiscal regimes and has advised many governments (including Nigeria, Colombia, China, Kazakhstan, and United Kingdom) on their fiscal terms. He has also provided consulting advice to many international oil companies on prospect evaluation and contract negotiations strategy.

Graham joined Wood Mackenzie in 2001 however prior to joining Wood Mackenzie, Graham was with Petroconsultants (now part of IHS Energy Group) for 10 years where he developed their fiscal analysis capabilities and services including the "Review of Petroleum Fiscal Regimes", the first regularly updated ranking of global fiscal regimes, in 1994.

Graham has also worked as a Petroleum Economist in two UK independent exploration companies and with Professor Alexander Kemp at Aberdeen University on petroleum fiscal regime analysis. Graham holds an M.A. (Hons) and M.Litt in Economics from Aberdeen University and has written and presented numerous articles and conference papers on risks and rewards in the global exploration industry.
